Presentation before the Economic Affairs Committee on Building a Made-In-Montana Health Insurance Exchange

 Jesse Laslovich, Chief Legal Counsel for the Commissioner of Securities and Insurance (CSI), today delivered a presentation (find at http://www.csi.mt.gov/Healthcare Reform/Interim Presentation 06032011.pdf) on building a Made-In-Montana Health Insurance Exchange to the Montana Legislature’s Economic Affairs Interim Committee.

As the state’s regulator for the insurance industry, Commissioner Monica Lindeen worked with a council of stakeholders to develop legislation for a Made-In-Montana, online insurance marketplace and presented that plan to the 62nd Legislature. After the legislature failed to approve legislation to establish the governance framework for an exchange, the Economic Affairs Interim Committee was tasked with studying Montana’s options and developing proposals for a state-based health insurance exchange. Laslovich said Commissioner Lindeen’s office is happy to work with committee members and staff as they study health insurance exchanges in preparation for the 2013 legislative session.

Federal law requires that states make substantial progress by July 1, 2013 toward establishing a health insurance exchange. If Montana cannot show substantial progress by the deadline, the U.S. Department of Health and Human Services will build an exchange for the state in compliance with the law. Because Montana’s legislature is not scheduled to meet and reconsider exchange legislation before the legal deadline, the U.S. Department of Health and Human Services has begun gathering information from CSI to build a federal exchange in Montana.
